If you mean Place Everywhere and Levelup menu. Those wwork without esp, Esl or ESM file, Those mods have only have scripts, dll and other files and work fine. There are change that if you steam is in C drive and programfiles folder, there is permission issue with windows to install dll files to protected folder.

A very painfully slow experience as downloading anything at that speed takes a long time, and I know it's not my internet connection because if I download manually I don't have this problem.
